Android system support is not that important in practice — Android apps in practice package most of the libraries they use, so they can have the latest version and not the one from 5 years ago. Even things like libjpeg-turbo are often included in apks because the current version of it is a lot faster on ARM than the version that is in the Android system of phones that are currently in use.

So getting in Android system is more of a PR thing than an actually important thing. It means that by 2026 or so, apks can use the libjxl from 2021 and shave off a few hundred KB from their apk size that way.

Is it possible to add an alpha mask to an existing losslessly-JXL'd JPEG with current cjxl?
Would it still be possible to get the original JPEG back from such an image?

There are still Android 4 devices in circulation (that's the Android from 2011), and there's still a significant amount of devices with Android 7 or older (from 2016). We could try to get in Android 13 (the one that will appear in 2022), but probably apps will only be able to rely on a system-available libjxl in 2030 or so then, if the same kind of long tail of Android adoption happens as in the past.
